But after much debate President Obama last Friday signed compromise legislation.</p><p>This fall, students will be borrowing at a rate of 3.9 percent, but the legislation ties the rates to financial markets. Daylin Leach. "It’s a standard benefit of employment.”</p><p>The bill would only apply to companies with more than 20 employees and to employees who work more than 20 hours per week.
