Graduate students at Penn State University have voted against union representation, ending a four-year battle against the school administration.

The Pennsylvania Labor Relations Board hand-tallied paper votes for hours in Harrisburg on Tuesday. Of the 3,800 graduate students eligible to vote, 950 voted for unionization and 1,438 voted against, according to a press release.

The Pittsburgh Federation of Teachers sent ballots to its 3,000 members Monday asking teachers, paraprofessionals and clerical workers for authorization to call a strike.

University of Pittsburgh graduate students who want to form their own union say they’ll have enough signatures by the end of the semester to ask the Pennsylvania Labor Relations Board to put the issue to a vote. For the union to become reality, a majority of the more than 2,000 graduate students employed by Pitt would have to approve the measure formally.
